The design's brief called for the design of a Refugee embassy and reception office. Careful attention was given to ease of navigation and movement through the necessary administrative  process as well as security.

The design made use of a single staircase which formed the central movement core of the building with the necessary administrative steps encompassing the circulation route. Passive security was implemented and reinforced the single circulation core.
